Due to the evolving situation with the COVID-19 Novel Coronavirus and the health recommendations for social distancing from the Center for Disease Control (CDC) THE CITY OF FONTANA PLANNING COMMISSION MEETING OF OCTOBER 20, 2020 AT 6:00 PM SHALL BE AVAILABLE TO THE PUBLIC REMOTELY. The general public is encouraged to watch and participate from the safety of their home while practicing social distancing. The meeting can be viewed: On Local Cable: KFON Channel 3 and Streaming Online: https://fontanaca.swagit.com/live. Members of the public can submit comments via e-mail at: planningcomments@fontana.org at any time prior to the closing of the public hearing for each agenda item. Comments received prior to 12:00 p.m. on Wednesday, October 14, 2020 will be provided in advance to the Planning Commissioners.  City Staff will be monitoring this e-mail during the meeting and will read the comments into the record at the appropriate time during the meeting. Please submit comments prior to the opening of the public comment period for each agenda item. Public Comments of no more than 3 minutes shall be read into the record. In the subject of your e-mail, please indicate the item number and if it is a public hearing item whether you are in favor or opposition of the project. Comments received after the public comment period is closed shall not become part of the public record of the hearing and shall not be made available to the Planning Commission.

Sierra Avenue and Casa Grande Avenue Warehouse Project; Final Environmental Impact Report (FEIR) State Clearing House Number 2019070040, Master Case No. 18-079, General Plan No. 18-006, Zone Change No. 18-006, Tentative Parcel Map No. 20167 (TPM No. 19-021), and Design Review No. 19-038 - Date of Hearing: Planning Commission Meeting of October 20, 2020.

Residential Unit Replacement Sites: Master Case No. 20-014, General Plan Amendment No. 20-005, General Plan Amendment No. 20-006, Zone Change No. 20-003, and Zone Change No. 20-004.

The proposed Project involves the development of a 322,996 square foot (sf) warehouse at the northeastern corner of Sierra Avenue and Casa Grande Avenue in the City of Fontana. The warehouse would be built within the three connected parcels (Assessor Parcel Numbers (APNs): 0239-151-22, -34, and -40) on approximately 15.21 acres. The warehouse component includes applications for General Plan Amendment (GPA) No. 18-006, Zone Change (ZCA) No. 18-006, Tentative Parcel Map No. 20167 (TPM NO. 19-021), and Design Review (DRP) No. 19-038. The GPA proposes the conversion of one (1) parcel (APN: 0239-151-22) from Multi-Family High Density Residential Zone (R-MFH) to Light Industrial (I-L) and two parcels (APNs: 0239-151-34, and -40) from Medium-Density Residential (R-M) to Light Industrial (I-L). The warehouse component proposes to rezone all three (3) parcels to Light Industrial (M-1). Additionally, the project includes the consolidation of three (3) parcels into one (1) parcel for the purpose of the development of the warehouse as well as site and architectural review of the proposed warehouse building.

The proposed Project also includes two (2) residential unit replacement sites (RUR's) that are also referred to as the Malaga Site and the Palmetto Sites in this Draft Environmental Impact Report (Draft EIR). The RUR sites are required because of the recent adoption of Senate Bill (SB) 330. In summary, SB 330 requires replacement housing sites when land designated for housing development is changes to a non-housing use. This is applicable to the proposed Project because the proposed warehouse development would change the residential zoning classification to an industrial classification. Due to these land use changes the warehouse site would not be used for development of up to 219 residential units and replacement sites must be proposed. Accordingly, and in conformance with these new laws, the City has identified two (2) replacement sites. This includes a 5.69-acre site located north of Malaga Street and west of Mango Street (Malaga Site), and a 3.58-acre site located east of Palmetto Avenue and south of Arrow Boulevard (Palmetto Site). There is no development being proposed on the Malaga and Palmetto Sites as part of this project.

Final Environmental Impact Report (FEIR) State Clearing House Number: 2020040155, Master Case No. 19-109, General Plan Amendment No. 19-007, Specific Plan Amendment No. 19-011, General Plan Amendment No. 20-009, Zone Change No. 19-005, Design Review No. 19-036, Tentative Parcel Map No. 19-018, and Development Agreement No. 20-002- Date of Hearing: Planning Commission Meeting of October 20, 2020.

The project involves the development of a new warehouse facility consisting of two (2) warehouse and distribution buildings totaling 754,408 square feet, as well as associated infrastructure and utility improvements, parking and landscaping on the development site of approximately 33.6 acres. Pursuant to Senate Bill 330 (SB 330) requirements, 13.8 acres of land would be "upzoned" to offset the development site's lost dwelling unit potential. As currently proposed, the project would require the following discretionary approvals: General Plan Amendment (for the development site and upzone site), Specific Plan Amendment, Zone Change (for the development site and upzone site), Design Review, Tentative Parcel Map, and a Development Agreement.
